This operation was added to model fields where all the leaves (100%), chaff (Grain portion 100 %), and 95% of the stem mass is blown away.
This includes current residue pool and older pool loose on the surface.
This operation removes only flat residue, no standing or root mass is removed.
CAUTION: THIS IS ONLY TO BE USED WHEN FIELD INVENTORY SHOWS RESIDUE LOSS DUE TO WIND.
WEPS does not account for residue removal due to wind blowing it off the field.
Example: Heron Co. MI. A winter wheat field was straight point chiseled (fall) and sweep cultivated 3 times (1 in the fall and 2 in spring).
Sugar Beets were planted. Then wind damaged the beets and blew away 1/2 inch of soil.
The model showed 800 lbs/ac cover of WW straw at that time. Field inventory at seeding time showed low residue cover.
This operation is used to reduce the WW residue due to wind in the spring critical period..
In this example the operation should be applied after the all tillages. Some may only need one period.
Apply this only when all other operations have been accounted for.

LMOD and WEPS update correlation; existing WEPS operation record, 160410 jkp
